National Smart Meter Rollout

From 1 December 2025, Diamond Energy will begin upgrading basic electricity meters as part of the Accelerated Smart Meter Rollout Program. The rule changes by the Australian Energy Market Commission (AEMC) aims to ensure all customers have smart meters by 2030. Smart meters are essential for:
 
  • Accurate billing
  • Remote meter reads
  • Access to your meter data
  • Flexible tariffs and access to a wider range of services
  • Faster fault detection
  • Supporting solar, batteries, and electric vehicles
 
The regulatory changes driving the rollout are designed to benefit consumers, offering greater flexibility and more reliable electricity supply across the grid. Smart meters play a significant role in Australia’s transition to renewable energy, by providing real-time data for grid supply and demand management, while harnessing rooftop solar generation and optimising battery storage to reduce dependence on fossil fuels.
 

Who is included in the rollout?


All residential and business customers across the National Electricity Market (NEM) who currently have an older (legacy) meter type installed at their address, such as a basic meter or a manually read interval meter.
 
The Distribution Network Service Providers (DNSP) for each region have identified properties to be included in the roll out and submitted their Legacy Meter Replacement Plans (LMRPs) to the Australian Energy Regulator (AER). Electricity retailers, including Diamond Energy, must coordinate with metering coordinators to schedule meter replacements, notify customers and manage installation logistics.
 

What does it mean for you?


If your address has a legacy meter installed, your local DNSP will include it in its replacement plan, to be upgraded sometime before the end of 2030.
 
We are working with a third-party metering coordinator to schedule and carry out all meter upgrades mandated by the rollout, and we will notify customers via email when their property’s meter upgrade date is approaching. You will have several weeks’ notice from the initial notification and will be provided with more information about appointments and dates.

FAQ'S

A “smart meter” generally refers to a meter that:
  • Takes interval meter readings (for example, every five minutes or every half hour) and adds up all the usage recorded in each interval to calculate the total electricity consumption during a billing period.
  • Sends the interval meter readings remotely to the metering coordinator via telecommunications networks, without the need for a physical site visit to read the meter.
  •  
  • A “basic meter” is a legacy meter type that requires physical site visits to manually read the meter or download meter data. Legacy meters are usually read on a quarterly read cycle, with the metering coordinator attending every three months to record meter reads.
  • Some legacy (old) meter types may take interval readings or have a digital display, but do not have remote reading capabilities and thus are not considered to be “smart” meters.
  • Yes, there will be a short power outage (typically 30-60 minutes) while the meter is replaced. We will notify you in advance to give you plenty of time to plan around the interruption for minimal inconvenience.

  • If you have registered Life Support equipment at your property, we will arrange for the metering coordinator to contact you before attending to schedule a suitable date for installation.
  • It depends on the location of your meter. If your meter is accessible from outside your property, you don’t need to be present. However, if the meter is inside your property or there are access issues such as locked gates or other obstructions preventing clear and safe access, someone will need to be present to provide access.

  • If you require an appointment to provide access, this can be arranged with the metering coordinator after we’ve sent you information about an upcoming installation.
    • If you rent a property that’s included in the smart meter rollout, you don’t need approval from the property owner to consent to a meter upgrade. That’s because the electricity meter is part of the broader energy infrastructure and is owned and managed by your local electricity distributor, not the property owner.

  • Yes!
  •  
  • All smart meters must comply with the electromagnetic exposure limits developed by the Australian Radiation Protection and Nuclear Safety Agency. The same limits apply to cordless phones, Wi-Fi routers and baby monitors.

  • Do you have a microwave, a home internet system, or mobile phone? All of these items omit more radio frequency electromagnetic energy than smart meters and are safe to have in our homes.

  • The Australian Radiation Protection and Nuclear Safety Agency have reviewed the impact of frequency from smart meters and have stated “Health authorities around the world, including ARPANSA and the World Health Organization (WHO), have examined the scientific evidence regarding possible health effects from smart meters. Current research indicates that there are no established health effects from the low exposure to the RF EME from smart meters.” You can read more here.
  • No.  Under the rollout, you will not be charged for the remotely-read smart meters or standard installation. If non-standard work is required (e.g. site defect rectification), you may need to engage a licensed electrician at your own cost.
  • Under the rollout, Diamond Energy will not vary your retail plan as a result of a smart meter being installed for two years. This is unless you provide Explicit Informed Consent (EIC) for us to do so.
  • The meter itself will not directly cause your bill to increase. Smart metering will allow your bills to be based on your actual electricity consumption recorded each day. Actual reads recorded by the remotely read smart meter will provide more accurate billing data, especially for customers with legacy meters who have previously been billed on estimated reads (due to access or other issues).

  • Smart meters are equipped with advanced security features to prevent unauthorised access and ensure your metering data is protected. The data from your smart meter is encrypted and securely transmitted, typically over a mobile network, to a secure metering data management system. This information is then sent to your electricity retailer for billing purposes.

  • We do not monitor what you do in your home or business. The meter does not track which appliances you’re using or what times you use them. It simply records how much electricity you use, measured in kilowatt-hours (kWh).

  • You can ask us at any time how your smart meter data is handled, stored and protected. You also have the right to request that we disable the remote access capabilities of your smart meter. However, this may result in additional fees for manual meter reads and could limit some smart meter features, such as real-time usage tracking and access to flexible tariffs.

Yes, you can request to disable the smart meter’s remote communication feature. This means:
 
  • Your meter will not send data automatically.
  • The metering coordinator will need to physically attend your property to obtain meter reads and applicable fees will be passed through to you on your Diamond Energy electricity bills.
  • You may lose access to features like real-time usage tracking and flexible tariffs.
